Hsin-Tzu Tommy Chen

Dr. Chen is currently working for Private Chinese Culture University in Taiwan, as an Associate Professor in the Dept. of Education and the Director of Distance Learning Center. He served as the director and board member of council for many academic research associations, like TAECT, SARA, ISPA and AECT/SICET. Dr. Chen also served for governmental ministries as National Exam Proposition Member in year 2017, consultant in 2016 and grants reviewer in 2013 and 2012, of Taipei city board of education in educational technology and cloud service.

Doctor Chen graduated in year 2005 from School of Education of St. John's University, with a doctoral degree in Education of Administrative and Instructional Leadership. He also owned a master degree of Technological Systems Management, major in Instructional Computing, from the Department of Technology & Society, College of Engineering and Applied Sciences of SUNY at Stony Brook in year 1998. His bachelor degree in geography was from National Taiwan University in year 1996.

Dr. Chen is currently working for Chinese Culture University (PCCU) in Taipei of Taiwan, as an Associate Professor in the Dept. of Education and the Director of Distance Learning Center. Also, for three and half years, before working in PCCU, he had been worked for Fo Guang University as an Assistant Professor in the Dept. of Learning and Digital Technology as well as the CEO of Instructional Resource Center and the Chief in Faculty Professional Development Section in Academic Affairs. During year 2003 through 2005, in the US, Dr. Chen worked for School of Education in St. John's University as a Director of eLearning Center, in charge of technology and training in University Distance Learning Program. He was also an Adjunct Professor in both St. John's University and Queens College, City University of New York that time. Before year 2003, he had 5-year working experience in advertising field, worked as a Project Engineer and Senior Developer in OgilvyInteractive of New York Headquarter, leading many web projects.

Currently, Dr. Chen served actively as the director, executive board member and senior member of council for many academic research associations, like TAECT (Taiwan Association of Education, Communication and Technology), SARA (Taiwan School Administration Research Association), ISPA (Information Society Promotion Association) and AECT/SICET (Society of International Chinese Scholars in Educational Technology). He received many service awards like, 2011 TAECT Best Service Award, 2016 SIECT Outstanding Service Award and 2017 AECT International Division International Contributions Award. Dr. Chen also served for governmental ministries as National Exam Proposition Member in year 2017, consultant in 2016 and grants reviewer in 2013 and 2012, of Taipei city board of education in educational technology and cloud service.

The statement of plan about serving International Division

The International Division of the Association for Educational Communication and Technology (AECT) is responsible for facilitating communication among educational technology professionals and students worldwide and promoting interactions that transcend international boundaries and cultural lines by mentoring and fostering educational endeavors, and coordinating communication with peer associations around the world. To accomplish this vision, the International Division encourages:

  • Assisting International Students in Preparing Study Abroad or in the US:
    • Consulting services for prospective students about college ranking and recommendation, academic assessment, campus and surrounding environment, and other related information.
    • Study planning and life experience sharing.
    • Provide information about various scholarships, assistantships, internships, or work study (including legal regulations and must-knows)

  • Helping International Students in Promoting Academic Literacy:
    • Provide research collaboration opportunities and thesis guidance.
    • Assist students to participate in international seminars, conferences, or related fields.
    • Offer experience sharing about applying faculty positions (researchers / teaching staff) and provide employment information..

  • Promoting International Scholar Exchange:
    • Provide information for collaboration programs or research opportunities among scholars across countries.
    • Promote international exchange programs, assist with international partnership planning or sister school planning.
    • Conduct international seminars, resource sharing about research results, and to promote academic partnership and thesis publishing.
    • Provide collaborative information for developing innovative cross-countries curriculum.


  • Exchanging Resources in Educational Communications and Technology:
    • Provide regular updates in Educational Communications and Technology cutting-edge research findings and seminars/conferences information.
    • Provide consultation services for educational communications and technology.
    • Assist with matching platforms or mechanisms for regional educational technology systems and cooperate industries (including: research programs, corporate donors, academia strategic alliances).
    • Provide online learning opportunities in the field of Educational Communications and Technology.
